In response to the devastating floods of 2011 in the Richelieu River and Lake Champlain and its tributaries, the Governments of Canada and the United States requested that the IJC review and make recommendations regarding a comprehensive study of measures to mitigate flooding and the impacts of flooding in the Richelieu River and Lake Champlain Basin.

The purpose of the International Lake Champlain-Richelieu River Plan of Study Workgroup is to develop a Plan of Study that would establish specifically what studies are necessary to allow an evaluation of the causes and impacts of the flooding and what studies are necessary to develop appropriate mitigation solutions and recommendations.
