Description
A Reference to determine whether transboundary pollution of the Rainy River or Lake of the Woods was occurring; to determine the extent, causes and location of pollution; and to recommend mitigation measures.
Outcome

The water quality of Lake of the Woods appeared to be satisfactory as of 1965, but Rainy River was polluted. The IJC recommended water quality objectives for the Rainy River and that it maintain continuing surveillance over pollution in the Rainy River. These were accepted by the governments.
