International Poplar and Big Muddy Creek Task Force

The International Joint Commission (IJC) initiated a task force in October 2024 to undertake some analysis in the basin. The International Poplar River and Big Muddy Creek Task Force (Task Force) began to examine and report to the IJC on matters expressed by the governments of Canada and United States in the Reference issued to the IJC dated January 12, 1948.

The Task Force will determine whether there is incomplete information (i.e. gaps) that may exist in current reporting compared to the 1948 Reference responsibilities, and whether there is a need to fill those gaps. If there is, the Task Force will develop a Plan of Study providing recommendations to the IJC on what studies, collaboration and outreach are needed:  

  • Investigate and report on water requirements arising out of dams and other water infrastructure; 
  • Investigate and report if further uses of these waters would be practicable; 
  • Considering items 1 and 2 above, make advisory recommendations concerning water apportionment that should be made between the two governments at its crossing with the international boundary; 
  • Conduct necessary investigations and prepare a comprehensive plan(s) for the conservation, control, and use of such waters for the mutual advantage of both countries. 

The Task Force will also coordinate its work and engage with federal governments, First Nations, Métis, Tribes, states, and provinces as well as stakeholders and the public in the region. This could include public meetings, virtual webinars, online surveys, etc.
