Terms of Reference for a Public Advisory Group in support of Phase 2 of the Expedited Review of Plan 2014
1. Preamble
Between climate change and ever-shifting land use along the shores of Lake Ontario and the St. Lawrence River, it’s important to periodically study whether changes to the Lake Ontario outflow regulation plan should be considered.
A workshop on October 4-5, 2023, in Cornwall, Ontario, brought together the Great Lakes- St. Lawrence River Adaptive Management (GLAM) Committee and its Public Advisory Group (PAG). After three years of meeting virtually, the workshop was the first in-person gathering of PAG members.

Phase 2 of the Expedited Review is broadly examining Plan 2014’s performance, especially its response to extreme high and low water levels and to variability brought on by the changing climate.
A Public Advisory Group (PAG) initiated during Phase 1 was re-established for the Phase 2 of the Expedited Review to continue robust engagement with the public over the course of the review.
The Phase 2 PAG includes most of the original PAG members returning and some new members.
