2020 Report

In June 2020, the International Joint Commission’s Science Advisory Board (SAB) completed a report entitled Understanding Declining Productivity in the Offshore Regions of the Great Lakes. The report includes a number of findings and a recommendation aimed at improving coordination between water quality and fishery managers and improving the understanding of ecosystem impacts of nutrients in both nearshore and offshore waters of the Great Lakes.

This report explores the dual challenges of nearshore nutrient enrichment and reduced ecosystem productivity in the offshore, with particular emphasis on the latter, and includes the completion of a contractor report under the guidance of a multidisciplinary SAB work group. This report includes sections on a description of the problem, a literature review, an analysis of recent Great Lakes trends, an examination of various models, findings, knowledge gaps and a recommendation.
